Modell for Beregning av Internasjonale Leveranser (MOBIL) - brukerveiledning og dokumentasjon

Denne rapporten dokumenterer metoden og forutsetningene i kostnadsberegningsmodellen MOBIL (Modell for Beregning av Internasjonale Leveranser). I tillegg til å dokumentere modellen er denne rapporten ment å fungere som en brukerveiledning. Modellen ble utviklet i 2006 og har i 2011 gjennomgått en metodisk revisjon i tillegg til en oppdatering av datagrunnlaget i modellen. MOBIL er et beslutningsstøtteverktøy i en tidlig fase av en internasjonal operasjon for å vurdere merkostnadene for Forsvaret knyttet til operasjonen, dvs. de kostnadene som faller på budsjettkapittel 1792. Det er imidlertid viktig å påpeke at MOBIL ikke er et budsjetteringsverktøy da modellen blant annet ikke periodiserer kostnadene som beregnes mellom ulike budsjettperioder. Kostnadene som beregnes i modellen er blant annet knyttet til personell, materiell, ammunisjon og transport. Det er knyttet stor usikkerhet til disse estimatene, blant annet siden informasjon om den detaljerte gjennomføringen av operasjonen på det tidspunktet MOBIL er tenkt benyttet, kan være mangelfull. For å håndtere denne usikkerheten opererer modellen med firepunktsestimater for en rekke av kostnadselementene. Dette muliggjør utregning av en sannsynlighetsfordeling for kostnadsestimatene i tillegg til forventingsverdien som fremkommer direkte fra modellen.

This report is a documentation of the methodology and assumptions in the model MOBIL. The model was originally developed in 2006 and has during 2011 been updated, both with regard to the model itself and the data in the model. MOBIL is a decision support tool in an early phase of an international operation designed to estimate the additional costs for the Armed Forces in connection with the operation, meaning the costs designated to the budget chapter 1792. However, MOBIL is not a budgeting tool. The primary reason for this is that the model does not split the cost to the different budgeting periods. The cost elements estimated in the model includes, among others, personnel costs, equipment costs, ammunition costs and transportation costs. It is a great deal of uncertainty related to these estimates, particularly because the information about the operation at hand can be insufficient at the time when MOBIL is used. In order to handle this uncertainty the model includes four point estimates on a number of cost elements. This makes it possible to calculate the probability distribution for the cost estimate in addition to the expectation value that appears directly from the model.
