Net-centricity is an approach that provides users the ability to access applications and services that make sense to them through a web-enabled space, while simultaneously moving toward a web-enabled user community in which each member can both provide and access data. Net-centricity makes it possible to move beyond traditional communities of interest (COIs), such as command and control or intelligence, to full cross-functional information exchange across the battlespace. Today Net-centric processes are emerging, being discovered, and are actively developed by industry, universities and the military Services (US and NATO). As Net-Centric technology is becoming more reliable and trusted, military culture is adapting to more intensive use of its expanded capabilities. This report explores the term Net-centricity and the use of COIs and Enterprise Metadata as pivotal mechanisms in the military effort of becoming net-centric.
