Innhenting av informasjon fra mange ulike aktører og ulike informasjonskilder er viktig og nødvendig for å oppnå en best mulig situasjonsforståelse for den operative bruker. Dette innebære at flere systemer må kunne snakke sammen, brukeren kan ikke alltid tilrettelegge og sy sammen all informasjon selv. For at Forsvaret enkelt skal kunne nyttegjøre seg informasjon fra forskjellige aktører må fremtidige KKI-systemer anvende standardiserte metoder og dataformater. De siste årene har bruken av geografiske tjenester eksplodert på Internett mye takket være bruken av Open Geospatial Consortium, Inc. (OGC) standarder for kommunikasjon og formatering Denne rapporten beskriver teknologien som vi tror vil prege fremtidens KKI-systemer. Nye NATO-systemer for geografisk informasjon benytter denne teknologien og flere andre NATO-land har egne systemer som enkelt kan snakke med hverandre og utveksle data ved bruk av OGC standarder. For å sikre at Norge kan yte best i samhandling i felles operasjoner må derfor morgendagens nasjonale KKI-systemer og infrastruktur være OGC kompatible. Gevinster for Forsvaret ved å ta i bruk slik teknologi er: • Kunne utveksle situasjonsbildet og annen geografisk informasjon med NATO og andre land som vi samarbeider med. • Kunne nyttiggjøre seg sivile systemer for å hente og gi ut data på en enhetlig måte slik at flere datakilder er tilgjengelig ved utarbeidelse av situasjonsbilder. • Økonomisk besparende ved å bruke samme teknologi i flere applikasjoner, samt tidsbesparende for operatørene da de har kun ett system for geografiske data å forholde seg til. • Ved å presentere stedfestet informasjon på samme måte som sivile system vil Forsvaret enklere skaffe personell med kompetanse. • Teknologien er velegnet for visjonen om et nettverksbasert forsvaret (NbF) da kommunikasjonen skjer på standardisert måte slik at den enkelt lar seg implementere i fremtidige og eksisterende systemer.
Retrieval of information from many different actors and different information sources are important and necessary to achieve the best possible situational awareness for operational use. This could mean that multiple systems must be able to communicate; the user can not always arrange and sew together all the information themselves. If the military should be able to easily make use of information from various actors the future C2I systems needs to use standardized methods and data formats. In recent years the use of geographic services exploded on the Internet thanks to the use of Open Geospatial Consortium, Inc. (OGC) standards for communication and formatting. This report describes the technology that we believe will dominate the future of C2I systems. New NATO systems for geographic information are using this technology and several other NATO countries have their own systems which can easily exchange data using OGC standards. To ensure that Norway can provide the best co-operation in joint operations must tomorrow's national C2I systems and infrastructure be OGC compatible. Gains for the military by adopting this technology are: • Be able to exchange situation awareness picture and other geographic information with NATO and other countries that we work with. • Be able to make use of civilian systems to collect and release data in a uniform manner so that multiple data sources are available in the situation pictures. • Economic-saving by using the same technology in multiple applications, as well as time-saving for the operators when they have only one system for geographic data to relate to. • By presenting location information in the same way as civil defence system will help provide personnel with expertise. • The technology is well suited for the vision of a network-based defence when communicating in a standardized manner.
