Det eksisterer kommersielle deteksjons- og identifikasjonssystemer for påvisning av biologiske trusselstoffer, men ingen som tilfredsstiller brukerens krav med hensyn til pålitelighet, sensitivitet, spesifisitet og hurtighet. Det er behov for å utvikle også automatiske systemer som kan detektere og identifisere bruk av biologiske trusselstoffer mot både sivile eller militære mannskaper. I mai 2009 besluttet EUs forsvarsministre å etablere et prosjekt for beskyttelse mot biologiske trusselstoffer. Initiativet ble tatt av Den tsjekkiske republikk, Frankrike, Tyskland, Nederland og Spania. European Defence Agency (EDA) opprettet deretter et prosjekt for å utvikle utstyr og systemer for deteksjon, identifikasjon og overvåkning av biologisk trusselstoffer. Programmet fikk betegnelsen “Biological Detection Identification Monitoring Equipment Development and Enhancement Programme” (BIOEDEP). Programmet er inndelt i åtte separate prosjekter for utvikling av kravspesifikasjoner for systemet. Prosjektene omfatter utvikling av utstyr for deteksjon og identifikasjon av trusselstoffer på soldat/person nivå, for ikke-spesialist enheter på taktisk område/beskyttelses nivå, og for spesialenheter på operasjonelt nivå/strategisk beskyttelse. Innen 2015 skal den første demonstratoren konstrueres i hht kravspesifikasjonene som var definert i målsettingen for prosjektet. Operasjonelt utstyr planlegges klargjort rundt 2020. Land i og utenfor EU ble invitert til å delta i prosjektet. Norge og ti EU land har deltatt i programmet, hvor Ungarn kom med i BIOEDEP programmet først i 2010. To land har trukket seg fra programmet i 2011. Forsvarets forskningsinstitutt (FFI) representerer Norge i BIOEDEP.
In May 2009 EU Defence Ministers decided to establish an Ad Hoc Programme for development of a more effective and elaborate defence against Biological Threat Agents. The Ad Hoc EDA Category B Project “BIOEDEP” is an armaments programme aimed at enhancing and developing equipment provided to EU forces to enable them to operate in a biologically hazardous environment, by providing increased protection and survivability for individual soldiers and enabling operational and tactical commanders to maintain freedom of action and movement. The project is currently being conducted in accordance with the EDA Guide to the Conduct of a Programme Preparation Phase as part of the EDA Armaments strategy, with completion targeted by medio 2011, with a possible decision to integrate the programme in the OCCAR in 2011/2012. The specific aim of the first phase of the programme, the preparation phase, is to develop Common Staff Requirements (CSR) for Individual Soldier Protection, Non-Specialist all-arms CBRN Defence Unit Protection, and CBRN Defence Specialists Equipment Capability leading to options for the realization of BIOEDEP. More specifically, this preparation phase will result, by 2011, in the elaboration of eight CSR documents describing the specific requirements for each of the eight sub-systems that will eventually build up the BIRD system: one overarching system integration project that warrants the global coherence of the system and its seamless integration within the EU forces and 7 sub-system development projects. They address the need for protection of the forces at all required levels: individual, non-specialist and CBRN. Two countries left the programme in 2011. Therefore, currently eight EU countries and Norway participate in the Programme.
