Abstract
In long term defence planning it is of vital importance to have knowledge of how the operating costs will evolve over the period of analysis. This knowledge will help decision makers in planning investment and operating budgets. This report estimates a cost escalation factor for the Norwegian Defence, a factor that will be used in long term planning of the Norwegian defence structure. The report estimates a cost escalation factor for personnel to be 3,81 % and a cost escalation factor for goods and services to be 2,10 %. The report further recommends a cost escalation factor for personnel to be used in KOSTMOD to be set at 2,45 %. The cost escalation factor for goods and services is recommended set at 0,75 %. This report is also focuses on the methods and data that are being used for such analysis. It develops a method for estimating a cost escalation factor for the Norwegian Defence. The report further discusses advantages and disadvantages of different types of data, which can be used in this type of analysis.
